ARTICLE 33 - YEAR ROUND EDUCATION
33.1 Calendar The beginning of the Year Round Education (YRE) Program shall be July 1. The calendar for this program shall be adopted prior to January 31. It will appear in Appendix B.
33.2 Elementary
33.2.1 Duty Day Parameters Instructional minute requirements shall be based on legally required grade level totals for the school year. The instructional minute requirements are as follows:
K 36,000 minutes
1-3 50,400 minutes
4-5 54,000 minutes33.2.2 Professional Activity Days The number of professional activity days shall be agreed upon during the calendar negotiations specified above with at least one-half (1/2) of the days to be taken at the discretion of unit members for classroom preparation, or other professional activities, with prior notification to the site administrator required. The remainder of days shall be taken as designated by the site administrator. These days shall be scheduled on the day preceding or following a track change excluding the day preceding or following winter break.
33.2.3 Elementary Parent Conferences Conference and/or track transfer shortened days shall be scheduled on the following basis:
33.2.3.1 Two (2) days per month July through November.
33.2.3.2 One (1) day per month December through June.
33.3 Transfer and Assignment
33.3.1 Transfer of unit members to or from YRE Programs shall be made on the following basis:
33.3.1.1 Bargaining unit members working at sites designated for YRE shall be given the right to remain at the site and shall receive their initial track assignment no later than thirty (30) days after student track registration and prior to March 31.
33.3.1.2 Notwithstanding Article 14, for planning years only, any bargaining unit member who requests a transfer from a YRE Program site prior to February 15 shall be transferred to vacancies open in the regular school program.
33.3.1.3 During an initial year of the YRE Program, unit members requesting a transfer from the Year Round Education Program shall be placed in vacancies in accordance with Article 14 – Voluntary Transfer.
33.3.1.4 In subsequent years, any unit member who requests a transfer to or from a YRE site shall submit a completed transfer request form in accordance with the provisions of voluntary transfer (Article 14 – Transfer and Reassignment).
33.3.1.5 Any bargaining unit member transferring in or out of the YRE Program shall be provided assistance from the District with moving of instructional materials.
33.3.2 Initial track assignments in the YRE Program shall be made by the site administrator on the basis of District-wide seniority. In requesting initial track assignments, bargaining unit members may choose a grade level range within one (1) below or one (1) above their current assignment unless otherwise approved by the site administrator.
33.3.3 Bargaining unit members requesting a change in track assignment shall make such written requests to the principal of their school not later than February 15 of the current school year. Unit members at the site shall be provided first consideration for an opening at that site for a different track at the same grade level for the subsequent school year.
33.3.4 Unit members who have involuntarily changed tracks during the school year and, as a result, will work less than the required contract days, shall be provided an opportunity to substitute teach sufficient days, at their per diem rate, to fulfill the annual contractual obligation and thereby receive a full year of service for retirement purposes.
33.3.5 If a change of track results in a longer work year, the unit member shall be paid at his/her per diem rate for all days worked over the normal contract year.
33.4 Extended Workdays In meeting instructional needs for extended special services for the YRE Program, including but not limited to the following: Resource Specialist, Speech Therapist, Elementary Enrichment Program, GATE, ESL – bargaining unit members shall be given first consideration. Unit members who provide special services and who apply to work additional days beyond their regular assignment in the YRE Program will be paid at their per diem rate for the additional days worked. Those unit members in the position to be extended at their site shall have the right of first refusal, by seniority, if they are willing to take the full assignment as specified by the District.
33.4.1 Unit members assigned additional workdays shall accrue one (1) sick leave day per eighteen (18) extended workdays actually worked.
33.4.2 Bargaining unit members who agree to substitute in the YRE Program shall be paid at the regular certificated substitute rate of pay.
33.5 Trading Days Unit members may trade up to a maximum of five (5) school days in any given fiscal year (July 1 – June 30) without loss of pay or benefits. The request to trade days is subject to the approval of the site level administrator and must be approved, whenever possible, at least ten (10) days in advance of the trade. A trading days agreement form will be completed.
33.6 Discontinuance or Modification of Year Round Education Program The YRE Program may be modified or discontinued at the discretion of the Board of Education, provided such action is otherwise consistent with the terms of the Collective Bargaining Agreement. The Superintendent shall notify the Association within a reasonable amount of time prior to action being taken on such modifications or discontinuance.
33.7 Track Assignment of Employee Children Unit members whose children attend year round school in the Redlands Unified School District shall be given priority during the registration process for scheduling of their children's track assignment.
33.8 Instructional Material Storage Limited storage for materials shall be provided for off-track teachers. Unit members shall not be required to transfer District-provided storage units or instructional materials to or from off-track storage. (This does not include personal items other than those approved by the site administrator.)
33.9 Communications A site representative(s) designated by the Association shall be responsible for compiling all pertinent communications to be mailed, at District expense, to off-track unit members. Such site representative(s) shall be released from the daily duty schedule.
