Call to Order - 3:30 P.M.
Acceptance of Agenda: Moved by Chuck Mendoza, Cope, and seconded by Aleisha Andreasen, Cope; unanimous yea vote.
Approval of Minutes: Moved by Sue Young, Orangewood, and seconded by Nancy Hyson, Mariposa; unanimous yea vote.
Introduction of Guests: Alen Ritchie - asked for support for yard signs and placing target area signs
Site Concerns:
Lydia Daly, Bryn Mawr, stated ISTs are being scheduled after workday. Rich stated teachers should ask for timecards. Rich will double-check the Ed Code.
Cathy Edberg, McKinley, does this affect staying after for parents that have to come in later? Rich said this is good PR; can check for comp. time from principal for same amount of time.
Chuck Mendoza, Cope, extra period people; i.e., Yearbook, etc. were told they were not getting their stipend because of ‘budgetary issues at D.O.; also, Sp. Ed., SDC, who are staying with their students are not getting prep periods or pay to compensate. Called Sabine and she wanted to know what was going on at the other middle school sites.
Kandi Jackson, Beattie, Assistant Principal is not GATE trained and cannot successfully evaluate teachers. A teacher who would like help with her GATE students was refused help because of his lack of background. Kandi was told to have teacher ask to switch evaluators.
June Turner, Redlands Adult School, principal refuses to pay for ‘capping ceremony’, and will not pay for the hours that were spent on timecards to graduate the students. Rich said he will talk to principal. Nancy Hyson, Mariposa, question about the number of meetings being assigned by administration, such as committee meetings. Rich said elementary schools are only required to attend three mandatory meetings per month.
Mariposa – Complaints on RTA PAC money being spent on local candidates. Problems are with political choices. Rich stated anyone with concerns on RTA PAC money being spent is welcome to come to any Rep Council meeting and share their concerns.
Opt out period for reverse dues deadline is November1st. Forms can be found at www.cta.com and in monthly newsletter.
Reports:
1. President -- Rich Laabs
A. State Budget Update – RUSD will be receiving the same amount of base revenue limit as we did last year, including a .68% COLA. RUSD carried over $18 million this year; but $9 million is restricted.
B. Site Rep Communications – Please continue to contact your designated Board member on a weekly basis with updates of issues/concerns at your site.
C. PAR Panel Appointment – The Executive Board has appointed Melissa Andrzejewski, RHS, as the high school representative on the joint RTA/RUSD PAR Panel. Congratulations Melissa!
D. Planning Periods – The Association has begun to directly address our members concerns with excessive meetings being called by site administrators during teachers planning periods at the secondary level.
E. Administration Survey – Moved by Janis Evangelista to endorse the RTA to run a site administrators survey with a committee to create the survey to take to the District, seconded by Bob Estupinan; votes were yea, one abstention, one nay. Move to create a sign up list for the committee by Alicia Andreasen, Cope, Mary Jo Norwood, Arroyo Verde, seconded; vote was unanimous yea.
2. Vice President – Maria Clark
A. Committees
1. Social – Camp RTA, October 17th, at the RTA Office from 3:00-6:00 PM. Food, fun, door prizes. Be there! Taco Man/music/fun.
2. Negotiations – Negotiations Chairperson, Maria Clark, and Negotiations Team member, Chuck Mendoza, attended a CTA Budget Review session on October 8th. RTA representatives will meet with the District for a budget study session on October 29th. The Negotiations Team will then begin negotiations with the School Board/representatives on November 14th.
3. PAC – The Executive Board has approved the transfer of CTA PAC funds to our candidate’s PAC for Alen Ritchie’s County School Board campaign.
3. Treasurer – Matt Fry
A. Presentation of Treasurer's Report
The Executive Board has approved the transfer of $8,000 from the NEA Rep Assembly budget to the office manager’s budget line item to accommodate step, column and anniversary step increases to the office manager’s salary. This is an adjustment that covers the 2007-2008 and the 2008-2009 work years.
501.12.1 Rich’s STRS budget line was included in the stipend and was a misrepresentation of expenditure.
It now has its own budget line. Moved to accept by Maria Clark, seconded by Melodee Seccombe, unanimous
yea votes.
4. New Business -
RUSD Health Fair, Thursday, November 13th, Clement M.S., 2:30 – 5:00 p.m.
